Job Description

This is protective service work in providing security and maintaining order within the courthouse for judges, attorneys, witnesses, jurors, prisoners in custody, defendants on bond, and the general public. The work requires knowledge of techniques, methods and procedures used in courtroom security, which involves the use of specialized skills, or specialized equipment, which is learned on the job or through specialized training. Contacts with others require skills in understanding human behavior and those factors which influence or cause behavioral changes, are critical to job success, and involves significant interaction with people at all levels within or outside the department. Work is semi-routine in that tasks are covered by procedures or precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow. Work is patterned involving similar situations and generally requiring only the choice of the correct procedure. Work is performed in a courtroom environment where risks and hazards are known, somewhat predictable and mostly controllable. Operates firearms, restraining devices, and related law enforcement equipment. The physical demands consist of sitting or standing for long periods of time and may require physical exertion in restraint of individuals. The work is performed under general supervision where the work assignments are varied and, although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to supervisor?s approval.

Examples of Work

  • Ensures the safety and security of the courtroom, including judges, victims, defendants, witnesses and observers.
  • Arrests suspects, completes arrest forms, and advises of applicable rights.
  • Transports/escorts inmates and individuals as appropriate.
  • Completes related paperwork.
  • Searches courtroom for any abandoned property and/or contraband.
  • Prepares and maintains courtroom records/paperwork.
  • Operates the telephone and two-way radio equipment.
  • Wears a firearm.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of courtroom rules, regulations and procedures.
  • Knowledge of Sheriff's Office Standard Operating Procedures, General Orders and Court Section Procedure manual.
  • Knowledge of Florida Statutes, constitutional law, municipal ordinances, and applicable court decisions.
  • Knowledge of safety precautions in handling firearms and other law enforcement equipment.
  • Ability to read, understand, and apply information to include laws, ordinances, and regulations.
  • Ability to firmly, courteously and tactfully handle situations with respect for the rights of others.
  • Ability to pursue, apprehend, and restrain persons.
  • Ability to secure and protect City property and detain suspects.
  • Ability to prepare clear, concise, and comprehensive reports.
  • Ability to use firearms and other law enforcement equipment.
  • Ability to communicate effectively.
  • Ability to read, write and speak English.
  • Ability to observe, monitor and recognize people in areas under control.
  • Ability to stand and walk for long periods of time.

Open Requirements/Supplemental Information

Applicants must be at least 19 years of age and meet the following State required minimum qualifications:
  • Be a citizen of the United States; 
  • Not have been convicted of any felony or of a misdemeanor involving perjury or a false statement; 
  • Not have received a dishonorable or undesirable discharge from any of the Armed Forces of the United States;
  • Have processed fingerprints on file;
  • Pass medical examination which includes cardio-pulmonary stress test, back X-ray, hearing test, EKG, and visual examination to determine that applicant has normal night vision and color vision, good peripheral vision, and is free from any degenerative eye disease;
  • Pass a thorough background investigation including polygraph and psychological testing;
  • Be of good moral character;
  • Be tested for controlled substances and pass;
  • Execute and submit an "Affidavit of Applicant" form attesting to compliance with these requirements.


LICENSING/CERTIFICATION/REGISTRATION:

  • Certificate of Recognition / Compliance / Comparative Compliance in Law Enforcement is required prior to appointment and must be maintained.
  • Must pass and maintain the FL Law Enforcement Officer Certification.
  • Have earned a high school graduate or equivalent (GED)
  • FL Class E Driver's License is required prior to appointment and must be maintained.
  • Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Certification as a Public Driver

 

Other Requirements

The probationary period for this class is twelve (12 months). This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville?s Drug Free Workplace Policy (0401).
