Job Description

This highly skilled technical position will aid in progressing the Jacksonville Sheriff’s Office 9-1-1 Administration Unit towards the goal of making agency data as accurate, timely and beneficial as possible through GIS literacy. The position requires research, developmental and analytical work with E911, criminal, offender, and juvenile data.   The work requires knowledge of the principles, methods and techniques used in GIS and database management.  The position requires the operation of personal computers, plotters, and printers, the utilization of relational databases, Geographic Information Systems (GIS), text and statistical analytical software packages, spreadsheets, word processing and related applications.  The work is performed under limited supervision where the work assignments are subject to established deadlines, procedures, practices, precedents, methods, techniques, and well-defined policies. The position works closely with analysts, the E911 unit and agency members to provide insight about how GIS is utilized for the maximum benefit to the agency.

Examples of Work

  • Perform data comparison tasks within multiple related databases within GIS
  • Create, update and edit GIS data and related tabular data as needed for all consumers including the E911 data and to include internal and external requesters
  • Provide current GIS data to other City and state entities and vendors as required with supervisor approval
  • Perform quality control to include checking for the accuracy and completeness of GIS data including all E911 databases and data
  • Identify methods to promote information sharing for GIS data and E911 databases
  • Create and manage automated processes for the manipulation of GIS data and all data associated to E911 and GIS
  • Produce electronic mapping products using GIS as well as paper maps as needed
  • Geographically convert and maintain information from multiple sources using GIS (i.e. external agency data)
  • Assists with the resolution of address and street name issues with other software, departments, or units
  • Assists with the maintenance and updates of the E911 databases with additions, changes, deletions and makes notifications of necessary information to applicable parties
  • Assembles, organizes, and summarizes requested information for JSO staff members as needed
  • Assists with the maintenance of non-GIS databases specific to E911 Addressing System (i.e., MSAG, ALI, alarm databases) as needed
  • Facilitates the needs for all applicable parties to include vendors to ensure that the GIS data meets the requirements for all Next Generation 911 advancements as they come into fruition
  • Assists in the development of customized web and mobile applications for use by JSO staff.
  • Provides education, training, and technical support for JSO personnel pertaining to the use of GIS
  • Interprets and performs complex spatial analysis on GIS data layers to produce maps, reports, and other products.
  • Ability to document and report all GIS needs, changes, and advancements effectively to management
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of principles, techniques, and terminology of cartography, and GIS systems, including knowledge of ArcGIS software to include ArcPro, ArcMap, ArcGIS Online, and other related software extensions and tools.
  • Knowledge of Microsoft Office programs
  • Ability to read and interpret a wide variety of maps, plots aerial photographs, and digital and cartographic records.
  • Ability to use GIS software for map navigation, map creation and printing, and image viewing and reporting.
  • Knowledge of how to perform database queries and data maintenance using SQL Server
  • Ability to research data for accuracy
  • Ability to maintain documentation
  • Ability to interpret rules, regulations, and policies.
  • Ability to communicate effectively, orally and in writing, with staff at all levels and with members of the general public.

Open Requirements/Supplemental Information

  • Five years of education and/or experience in engineering, geography, planning, automated drafting, or mapping and/or in the automation and maintenance of a GIS database, which includes at least two years of experience in GIS using ESRI’s ArcPro.
  • Experience with Solacom Guardian Map and/or Motorola CAD is a plus.
  • Familiarity and prior work with NENA addressing and GIS standards preferred (NENA NG9-1-1 GIS Data Model).
  • Prior work in a 9-1-1 GIS production environment preferred. 
  • Bachelor’s degree in geographic information systems, cartography, computer science or related field is preferred.
  • GIS Certification is Preferred.
