Job Description

The Chief Technology Officer is appointed by the Sheriff and shall serve at the pleasure of the Sheriff. Serving as the Chief Technology Officer, you will be leading the technology strategy, execution, and operations. Additionally, you will focus on developing in-house skillsets and managing key vendor relationships. This role leads the information technology division to ensure the secure and efficient use of information systems, aligning technological initiatives with agency goals to drive operational excellence.

Examples of Work

  • Identifies opportunities and risks for delivering the agency’s services through technology and innovation and assesses obstacles and technical hurdles. 
  • Responsible for creating and managing an annual budget of $19.3 million.
  • Reports directly to the Director of Police Services for the Jacksonville Sheriff’s Office.
  • Manages and develops a staff of information technology professionals from all areas, including help desk personnel, PC techs, software developers, engineers, database developers, a security team and various supervisors.
  • Development of multiyear strategic plans, systems analysis, and planning, technical support, City-wide IT standards, as well as the integration of all information technologies.
  • Provides strategic and tactical planning, development, evaluation, and coordination of the information and technology systems for the Jacksonville Sheriff’s Office (JSO).  
  • Determines JSO’s information technology direction and needs; proposes and evaluates a variety of possible integrated solutions.
  • Responsible for the management of multiple information and communications systems and projects, including voice and data.  
  • Directs development and execution of an enterprise-wide information security plan that protects the confidentiality, integrity, and availability of JSO’s data and servers and ensures continued compliance with payment card industry certifications and regulations.
  • Leads the development of technology partnerships with other organizations whose tools and platforms will become integrated with JSO’s software as a service platform.
  • Establishes and supervises the administration of a primary data processing center to serve the data processing needs of JSO.
  • Designates, combines, or abolishes data processing installations in order to establish subordinate data processing centers.
  • Develops and implements data processing systems necessary to achieve economically justified data processing support for JSO.
  • Develops and publishes data services policies to provide guidelines for administration of data processing centers, data processing installations, and to establish and enforce conventions and standards for development of data processing systems and operation of data processing equipment.
  • Communicates clear direction, manages for results, and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.

Open Requirements/Supplemental Information

  • Shall have a bachelor's degree from an accredited institution and five or more years of progressively responsible related experience in information technology, systems, strategic planning and project management or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities or other commensurate training and experience. 
  • Experience in state or local government agencies is beneficial.
