Job Description

Under supervision, facilitates contract administration process within Administrative Technology Section (ATS), including data entry in the contracts management database, maintenance of paper files, routing and monitoring of existing contracts. Sets up and maintains account controls and records which include set up of new account requests, account attributes changes of responsible persons, departments, and monthly/year end process and reports, etc.

Examples of Work

  • Prepares scope of work, writes contracts, reviews terms and conditions and makes recommendations and edits.
  • Ensures contracts are in compliance with Federal and State laws, as well as current Sheriff’s Department policies, procedures and guidelines.
  • Monitors status of contract through the procurement cycle. Monitors contract expirations, renewals, and extensions, and maintains contract files on databases.
  • Maintains working relationship with vendor(s) to solve any issues that may arise
  • Communicates regularly with stakeholders to facilitate and understand desired outcomes and ensure information is correct and meets expectations.
  • Communicates with stakeholders to ensure project deliverables are satisfactory and meets the needs of the Sheriff’s Office.
  • Assists in administration and analysis of project budgets, including entries and other related tasks.
  • Researches and reconciles discrepancies and completes entries to correct errors on the various reconciliations.
  • Acts as a consultant on accounting matters and assists in applying financial data to solve operating problems.
  • Assists in annual review of contract administration planned related rules and procedures.
  • Assist in the preparation of the reports.
  • Performs reviews to ensure compliance with applicable policies, laws, and regulations.
  • Performs advanced accounting duties.
  • Assists with committees as needed.
  • Assists with financial reporting to federal and state agencies, including but not limited to financial reporting, payroll and purchasing approvals, billing, reconciliations, cost transfers, cost sharing, sub recipient monitoring; time and effort certification, new accounts set ups, closeouts, and troubleshooting, when required.
  • Confers with departments concerning specifications, complaints, and special problems related to procurement.
  • Assist in the supervision of preparation of local bid invitations.
  • Assist with Request for Proposal (RFP)/Bids, analyzes the responses, and recommends the best value award from an ISM perspective.
  • Assist in the process for receiving requisitions, determining bidders, and accepts, tabulates, and helps in making the awards where needed.
  • Prepares procurement-related rules and procedures.
  • Ensures compliance with legislative regulations and other policies.
  • Implements procedures pertaining to U.S. import/export laws and regulations.
  • Proposes export classification and maintains import/export files.
  • Assists in training new personnel.
  • Assists departments in obtaining information on requested products and in the preparation of purchase specifications.
  • Maintains documentation of buying transactions. Assists in monitoring legal and regulatory requirements pertaining to purchasing and procurement.

Knowledge, Skills and Abilities

  • Knowledge of OMB Circulars and state/federal contract and grant regulations.
  • Knowledge of word processing and spreadsheet applications.
  • Must possess technical writing and editing skills which include contractual language and procedures.
  • Ability to multitask and work cooperatively with others.
  • Effective written and oral communication skills.

Open Requirements/Supplemental Information

  • Bachelor’s degree in Business, Accounting, Finance or closely related field or equivalent combination of education and experience.
  • Two years of progressively responsible experience in accounting, business, finance reporting, and financial systems.
